1. Overall goal:

The High school education program aims to renew the policy, strengthen management capacity, develop high school quality and equitable education system, contributing to improving the quality of human resource training on social needs , meeting the country's development and integration requirements.

2. Target component: The program consists of two parts:

A) Policy development program

The policy development program aims to contribute to implementation of timely, effective development of the party and policy policies on education towards the sustainability of secondary education in accordance with Vietnamese practices. , the proximity to the advanced regional and international education, which meets the needs of development and integration of the country during the new era.

Implementing the program to develop several policies on GDTRH to support the implementation of investment activities in the fields of: (i) strengthening GDTRH management capacity; (ii) enhancing the quality, conformity in high school education (iii) increased access to and equitable in GDTRH.

b) Investment projects

In order to increase access and improve the quality of secondary education contributing to the effectiveness of quality human resources, meeting the needs of development and integration of the country in the new era.

Implementation of investment activities in support of implementing and implementing the policies of the state of GDTRH in the fields: (i) strengthening high school management capacity; (ii) enhancing the quality, conformity in GDTRH and (iii) increased access to and equitable in GDTRH, supporting difficult object groups, poorly developed areas contributing to the goals of the Vietnam Education Development Strategy period 2001-2010 , the master plan to develop secondary education period 2011-2015 and strategic goals on secondary education set out in the next phase.

3. Program Range and Project

A) construction of the overall plan for the development of secondary education phase 2011-2015 followed and developed the results of the overall development plan to develop high school education period 2006-2010. Identifying two key investment sectors of the period 2011-2015 is investing in the quality of high school education (high quality of tea and spearhead quality) and investing for difficult areas.

b) The construction of a high quality educational institution contributing to human resource training that meets the development requirements and international integration of the country, effectively exploiting information technology, improving the quality of teaching , learning foreign languages, increasing the ability to communicate, work in a foreign language that creates an advantage in international competition and integration.

c) To build educational access support program for difficult subjects, the loss in order to increase the number and quality of the universal completion of THCS with no formal education; Financial support aims to target subjects in high school education and support the condition for the education of student integration.

d) Preparation of institutional and personnel contributing to the improvement of the program quality, textbooks; Increase the ability to select content, teaching methods, appropriate learning objects to contribute to improving the quality, effectiveness and adaptation of social needs.

e) to build a program of visual evaluation, essentially the institution at a minimum quality level (MCLTT) and the national standard to be able to arrange institutions in accordance with auditing, quality assessment. Step to ensure conditions for high school institutions in standardized, modernization (national standards, International)

f) To build a teacher's assessment program for professional standards, review principals as principal principals. Each step ensures that teachers and educational management officers must achieve the levels of professional teachers, principals

4. Program beneficiaries:

-60 Middle school education for children with disabilities in 60 province/city (every province of 1 middle school is teaching children with disabilities an integrated disability) will be supported funding to repair CSVC schools to suit students with disabilities and a shopping Number of devices that support student disabilities.

-17 counties in the poor districts of 10 uninherited the THCS project for areas particularly difficult to be chosen to participate in pilot Scholarship program under the Conditional Remittance method (CCT) with about 3,500 students enjoying the program This.

-About 10 experts in strategic construction, high school education plan; 10 expert reviews, 6 expert on auditing and 38 expert programs, textbooks (25 subjects specialist, 8 expert in 8 fields, 3 level tracking specialist, 2 general track) will be funded by the project to go for training Short-term overseas to prepare for the implementation of plans on evaluation, quality inspection and program renewal, textbooks.

5. Implementation organizations:

5.1. Project Program Management

A) for policy development programs

The Ministry of Education and training is the governing body and implementation of the program. The Ministry of Education and Training to create the program Steering Committee (BCĐCT) directs the implementation, offer investment orientation according to priority objectives, examination progress through reports, plans, annual budget estimation of the Prime Minister for approval. The Minister of Education and training as chairman. Members of BCĐCT include leadership/expert units: (Enumerate a specific name or unit name……. Department of Education and Training and representation of ministries and related departments (Ministry of Planning – Investment, Ministry of Finance, the State Bank of Vietnam and the government office).

b) for the investment project:

B.1. Central Project Management Committee (BQLDATW)

The Central Project Management Committee has the following duties:

-Help BCĐCT, the Ministry of Education and Training to manage and implement the investment project, to help keep track of policies, supervision and evaluation of the situation to implement educational development goals in the field of secondary education

-Financial planning (ADB's capital and object of funding) for the implementation of project activities.

-General project finance plan.

-Head of the Department of Approval and allocation of ADB's capital of the project to the Central project management and provincial projects.

Personnel of BQLDATW include a full-time project director by the Minister of Education and Training, a deputy director, and the assistant title for the following jobs: finance and accounting; Procurement, team development (training), conditional remittance (CCT), Guidebook and program, basic construction and quality control. In parallel with the positions on the support officer and the clerk will also be employed. BQLDATW performs the selection and management of national and international consulting team.

BQLDATW performs the following specific tasks: (i) construction of the overall plan and annual blueprint on implementing and preparing the Project (ii) Implementation of tender activities and contract management (shopping at national level , hiring consultancy services and organizing competitive tenders as required by government and ADB); (iii) Financial management, assets (ADB's loan sources and opposing capital sources) and disbursements in accordance with the law and in accordance with ADB's provisions and in accordance with the Ministry of Finance; (iv) Organizing training courses for local institutions; (v) Track, evaluate and report the implementation of the project (vi) to make the report end and report the project settlement as prescribed; (vii) Organized documentation for the component Project (viii) coordinating the work of counsel.

B.2. Provincial Project Management Board (BQLDAT).

At 63 Department of Education and Training, provincial project management Board is established to organize and implement the activities of the project in the province, directly manage and track objects that are beneficiary directly from the project. The Department is responsible for the PPC and the management of the Department of the project within the province. It is founded by the General Staff of the Department of Directors, who includes: Leaders of the Department of Planning and Finance Department and management of XDCB, in addition to a representative of the agencies involved in : Department of Planning and Investment, Department of Finance and Internal affairs. Due to the enjoyment of the provinces participating in various investment projects, the responsibility of the Bqldat shall be assigned to various responsibilities and duties:

-For provincial project management in 10 provinces selected for construction of TTGDTX and has a conditional remittance component (Phu Tho, Bac Giang, Quang Binh, Quang Tri, Thanh Binh, Nghe An, Quang Nam, Quang Ngai, , Lam Dong) is responsible for the following: (i) implementing the XBCB work including: The choice of investment locations, commitment of clearance, bidding organization, tender filing and bidding results of PPC approval , send BQLDATW review to ADB approval process (ii) approved application for withdrawal of BQLDATW (iii) to be responsible for the component conditional remittance (open-level accounts for reception and transfer of funds to schools to transfer money to student parents) (iv) Supervision Project activities provided by the district level. (v) in collaboration with BQLDATW in compiling documents fostering the appropriate local training and distribution of documentation, allocation of equipment for the schools directly beneficiary project as instructed by BQLDATW; (vi) In collaboration with BQLDATW management, organization fostering teacher training, proposed faculty staff to participate in training and fostering. The provincial PMU in 10 provinces are arranged to be assigned to the local capital in order to assist in accordance with the provisions of the Ministry of Finance in the 61 decision. However, the layout for wages of the province is deployed from the second year to the fourth year of the project (3 years).

-For provincial project management at 53 the rest of the province has a training, refresher and level of responsible learning equipment as follows:. Due to the nature of the work of the PMU, the provinces do not work regularly but are only in coordination with the Central project management during the implementation of investment projects so that it is not supported to pay for the Department of Management and Project.

B. 3.  Project group Implementation (THDA Group)

Depending on the work nature of the investment project, the implementation of the project is established and has a duty: (i) choice of staff, teachers of the schools participating in training courses and training of the project BQLDATW; (ii) Receiving material fostering teachers from BQLDATW and distributed to the schools as planned; (iii) Building a CSVC maintenance plan, the equipment, in coordination with the people who promote the student's parents, the community with the school to perform a good plan for maintenance of facilities and equipment to the investment project; (iv) supervising the work related to school.

5.2. Project Management Organization

The duties, roles and responsibilities are specific to the Ministry and the provinces in the management and implementation of the project, for each operation:

The General Department is responsible for all activities of the project to ensure the project is properly implemented and effective. Ministry of Construction of the program content, compilation of training materials, additional fostering, train trainers and teachers, the selection of consultants, procurement organizations for international competition packages including : training, equipment, guidance and advising the provinces on the management and implementation of the project, track the execution of projects in the provinces.

The Department is responsible for the preparation of land building, compensation resettlement (if any), design options, organisation of XDCB bidding, coordination organization of training activities, and fostering guaranteed progress and efficiency.

Schools hold small training courses, practice teaching methods with the guidance of the core teachers and principals, building project development plans and school charters, overseeing the process of constructing XDCB works at the school;

The Department of Operations, departments, districts and schools will have sufficient human resources and finances, the experience and capacity required to perform the expected activities in the project. However, to provide good management to enhance capacity through technical and training support

5.3. Project management and personnel

The responsibilities of the project owner, project management and agencies to participate in the project: as the project owner, the Department of Trustees established BQLDATW helps to manage the implementation of the project. BQLDATW consists of a team of specialists, contract staff and hiring, and staff who are eligible to participate in management and implementation of the project. As a project owner for the distributed activities, the Department of Trustees established the Bqldat, in addition to the team of specialists and staff members who are hired, the Department of staff with sufficient capacity to participate in the management and implementation of the project. The districts and schools have the responsibility to send qualified officers with the capacity to participate in the project implementation.

In order to mobilize all project participants, the management and implementation of the project is more robust and provides for proximity to the most educated and educational services.

BQLDATW is an independent unit belonging to the Ministry of Industry, which helps to manage the implementation of regular, regular projects.

5.4. External partners related to project implementation

A) The role of the contractors

Contractors participate in the construction and upgrade of the classroom, providing equipment, teaching supplies, goods, services, and technology transfer using goods and services provided.

b) the role of consulting

Consultants play technical support, training and supervisory works (in construction contracts)

Monitoring and evaluation of the results performed by the consultation: BQLDATW and the Bqldat track activities of consultants and coordination assessment of activity outcomes of consultants.

c) The role of the organizations and the participants of the project

The role of governmental authorities (provincial, district, communal), other participants:

-The PPC is responsible for the project activities that are assigned to the province and provide the opposing capital according to the pledge. The provincial responsibility for the project is responsible for the department. The Department of Operations carried out to the province.

-The People's Committee is responsible for the project activities in the District, providing the corresponding capital as prescribed and resolving the entangled (if any) of the land of construction. The People's Committee for the District's responsibility to carry out the activities of the project is assigned to the district.

-The People's Committee in coordination with the school and the student parent representative to supervise the construction and delivery of construction works, equipment project for the school. The construction works and equipment of the contractors are only collected when signed by the PPC representative and the principal school of benefit.

5.5. The program's operational monitoring system

The secondary Education Department shall be directed by the Minister of direct monitoring duties, overseeing the implementation of the High school Education Development Program and its implications in accordance with the design framework and monitoring program with the output indicators. The GDTRH affair with plans-Finance prepares the quarterly reports until the end of the program to submit to the Program Steering Committee and ADB. Data from the annual report of the Gdtel, from the general test delegation annually, from household surveys, and from reports and documents during the implementation of the program will be used during progress monitoring.

Follow-up and evaluate project implementation

The follow-up project has included the implementation progress track, activities, inputs, outputs as well as results to achieve according to the goals set out. Quarterly, BQLDATW must file a report to the Ministry of Gdtel and ADB to: (i) The progress of the project components; (ii) Identify obstacle problems, analyze the cause and propose solutions to overcome.

Expert advisors on TD-Đg have helped BGLDATW set up the tracking and evaluation system with the TD-based indicators resulting in monitoring and evaluating all the activities of the project. The Bqldat organizes the track, evaluated according to the indicators in the TD-đg system and the recurring report sends the BQLDATW. The related agencies in the Department of the United States also have the responsibility to provide BQLDATW the necessary information relating to the index TD-DKG project periodically submitted and ADB. (Periodic reports include: Quarterly reports, annual reports, and annual reports)

The Bqldat have also been responsible for organizing the local survey to the beneficiaries of the project under the unified schedule with the BQLDATW and submitted the survey results report to the BQLDATW. During the implementation of the BQLDATW project, organized three survey studies to obtain data serving for evaluation between the term and the end of the period. Expert on monitoring and evaluating the organisation of fostering courses for provincial officers and districts on monitoring-evaluation skills.

Every 6 months of ADB and the same government-assessment project, including evaluation of the progress of the project components, identifying difficulties, obstacles and giving remedy. BQLDATW and Bqldat are responsible for providing information to these reviews.

ADB and the Government have conducted the evaluation between the fourth quarter of the 3rd year of the project implementation to: (i) reviewing the scope, design and mechanism of implementing the project; (ii) Evaluation of the execution of the situation according to the objectives and milestones set out; (iii) The assessment of compliance with loan commitments and (iv) recommendations for necessary adjustments. The result of evaluation between the term will be discussed in the evaluation workshop between the United States with the participation of representatives coming from the agencies involved, consultants and ADB. The workshop will determine what actions should be done.

BQLDATW has used information from the monitoring and evaluation system of the existing gdđt to build the objectives and strategies of the project on the basis of discussion with the officers of the Ministry and Department. The resulting monitoring and evaluation system will be institutional in the Ministry, therefore, the quality and suitability of continuous and systematic evaluation. In terms of the financial aspects of the project, BQLDATW will track progress and report regularly onto ADB.
